With reference to your despatch No.333 of August

24th last enclosing the text of a Consular Convention

between the Netherlands and China signed on May 8th

last, I transmit, for your consideration, cupies of

correspondence with the Colonial Office relative

to the status in Chine of Anglo-Chinese and natives

of Kowloon,

You will observe from this correspondence that

it is proposed to suggest to the Chinese Government

the appointment of a Commission to draw up recomenda-

tions for the consideration of the two Governments.

I request that you will bear this mutter in mind

and report to me when you consider that a favourable

opportunity has arisen for bringing this proposal to

J. Jordan, K.C.B., K.C.M.G.,
